Can I change my cell phone service to emergency service only? I am currently using a company I do not like, but I'm locked in a contract. I would get on my husbands plan, but could not afford to pay the reward of my contract. I thought I might be able to pass an emergency plan that would be inexpensive and concentrate on its plan and are still ahead financially. Is this a possible solution?

Mark is right. All mobile phones can call 911. The only thing I'll add to his answer is that you need to watch the winning amount for your policy and compare it to your monthly bill, and what you will save by adding a line to the invoice for your husband. You can exit the contract before paying.

An unknown feature of all mobile phones is that they can call 911 without a plan. So if you drop your plan, but keep your phone, you will still be able to call 911. All cell phone companies will send these free calls.

There are places that accept donations of cell phones, and use the phone to provide people who can not afford the service, but need the security and safety to have access to 911.
