Yes, it can be detected 10 days after ovulation / conception assuming you are using HPT early (like First Response) that can detect hCG levels as low as 20-25mIU.
The accuracy can not be as great as 14do (how it is present in the final urine HCG), but it is still very good. We had slight positive from 10dpo (twice).
Interestingly, if implantation happened late (eg 10dpo), PTH may not detect HCG as there is no significant amount of hCG in urine yet, so can get negative HPT. Therefore it is preferable to test at 14dpo - more accurate this way.

it can sometimes be detected, but for most women, it is too early. I was 13 dpo when they do a blood test and it is still too low at this point to be detected on a home test.
