Additional Details
my brother is 17 years in the State of Oklahoma. lawyers have contacted and said this may be an uphill battle because we have a lot to prove, we can also beable to put their hands on paper, because paper manufacturing as one of the statues in Oklahoma laws may be unconstitutional and Brungs the Supreme Court has also adoptive parents are Mormons and try to adopt a baby .......??? biracial may be a case under EHV best fit for baby?

I've answered this before.

Got a win, I believe, is that your brother was 17 years, not a legal adult and was forced to sign documents renouncing the rights of the child.

Whoever wants to adopt a biracial baby is not part of the equation.
Rachel is Indian and your brother is he???

Your 17 years old brother can not vote, obtain a driving license without parental consent, it certainly can not conclude a legally binding contract.

You need to hire a lawyer and follow his advice.

With your brother BE 17 years, where are your parents? They could help him find his parental authority. There may be a law (NOT SURE IN YOUR STATE), if so it may be time to reverse the paperwork he signed. If Bobby did not know what he was signing and the fact that he is still a minor, there is HOPE I think. He needs a mom and dad OR them to go with him to consult a lawyer.
AS FAR AS BEING Mormon adoptive family. RELIGION adoptive family should have no bearing on anything. HE must thank God at least they are Christians.
Made his G / F RACHAEL put his name of birth certificate?
I would not waste time ET, consulting a lawyer. So he can talk to your (if you're religious) CLERGY, preacher. It can also probably talk to someone in the Department of Social Services, they might lead in the right direction for your state.
I wish you all good luck and I hope you continue to update U.S. HERE on Yahoo Answers about the outcome of the foregoing.

If you can get a lawyer who can prove that Mormons still do so they can raise a child in a house of Mormon because Mormons are a cult, you can have an affair!
My parents forgot to give my children their passport when I was in the army (fortunately my mother just had a POA and non-custody) and I had no idea how my children going OT Panama, but they had a special passport, and I could get to Panama without a passport. Otherwise, my children have been with my parents for Mormon e enext three years in the Mormon religion.
